How to create meshes with scrolling UV textures?

Hello! I've been using the official Bethesda plugin for 3ds Max 2013 for a few years now without issue, but one area that I haven't been able to figure out is how to create meshes that utilize texture scrolling (like the cloud meshes, scrolling whitewater textures, etc.).

 

Anyone have any experience in this area? Would love any information on how to export something like this into the game.

In first place you would need to know how to make a basic gamebryo animation, there you have a door animation tutorial for Fallout 4:

Then, instead of using set keys for rotations, like in a door animation, you need to change the material UV x/y offset in the material settings (at the bottom).

And configure the transition between keys in the 'Curve Editor'.

If you want the animation to automatically run once loaded you'll need to take a look at the rotating mega surgeon sign (the one you find in diamond city) for the keyword in the record, and the sequence name in the nif (SpecialIdle iirc).
