Skyrim SE Performance Struggles

When I first got into modding for SkyrimSE(a month ago) I had no idea the struggles it came with. All my other games play at 60 FPS or above with very very little issues. With a modded SkyrimSE, it's like this constant battle for FPS lol. It's cool though because in that short time, I learned a ton about modding and improved my PC knowledge which is awesome and thanks to you guys and all the modders and people online that were super helpful.

So far I have made small improvements through online research but am still struggling when looking at certain areas of the game where my FPS will tank to as low as 20FPS. Is there anyone that can contribute to this post to help me and others like me to solve these issues? Any info at all would be super appreciated.


Here is some info about my setup incase it helps, will provide additional info if you think it will help:

PC:
- MSI GL65 Leopard Laptop
- Intel Core i7-10750H 2.6-5.0GHz Intel Wi-Fi 6 AX201(2 x 2 ax)
- 512GB NVMe SSD 16GB (8G*2) DDR4 2666MHz 2 Sockets Max Memory 64GB
- NVIDIA GeForce RTX 2070 8G GDDR6

Monitor:
- Vizio 32" TV 1080p 60 Hz

Mod lists (Not listing all individual mods unless requirequested)
- 463 Mods
- Using Rudy ENB
- Preset setting on High with Bethini
- Followed https://www.nexusmods.com/skyrimspecialedition/mods/15146/ for ENBoost

Not sure what other info would be useful but again, I'll add any info you guys think would be useful to help solve these FPS problems.

My fps would drop to 5 in Riften and other places. Spent hours and a couple days researching, loading enb and other fixes that didn't work. Walah. Guess what. If you are using physics mods DO NOT use SMP for your main female body type. You will totally tank your fps. Use CPBE. SMP is best but it will kill your fps. Use it for custom and stand alone npc's you will love it. I have 60 fps almost everywhere now, lowest I get in Riften now is about 45 with mods that add a hundred different characters. Hope this helps.
