I had exactly the same thing happen to me...First off, funnily enough it doesn't break quests, I did the Cidnhe Mine quest when I had this happening in my game and though I had seen Grisvar the Unlucky wandering Skyrim, he teleported into Prison when I needed to kill him. I do need to ask you something though as the wandering Reach people only took place for me when I had another scripting Mod that wasn't playing nice with SoT installed along side SoT in my game....Are you using any Script Mods not from the Nexus sight?...Or other Mods that may be scripted to continuously search for opportunities? Oh...and Melanie the Healer and Krull the Fletcher are both SoT additions and belong in Riverwood. Tony, do you think what rogerpenna found may have anything to do with the harming 'innocence' tracker? Please correct me if I am wrong...I only ask due to my having had the same issue as rogerpenna when I had that non-Nexus Mod running too which used the same routine you use to track NPC's on the fly...yours to keep track of abuses/attacks...the other Mod to make them do what they normally wouldn't do....Thus why I questioned about other Mods he is using....My wandering Reach People and yes, including the Dark Water Crossing residents also....all hanging out near or in Riverwood and crowding out the Riverwood Inn...the exact same crowd and exact same behavior as I had in my game. The problem first arose when I was using the other Mod and stopped when I let the other Mod go and did a complete un-install and re-install of Skyrim. @Rogepenna...I have been using SoT since a month after it's initial release, all the upgrades, etc...and never had a problem with NPC's behaviors and locations until I recently added a non Nexus mod into the mix. It was really caused by SoT, the author of the mod checked the info about that package and recognized the problem. he said anyone having the same problem can just deactivate Sands of Time and the NPCs will return to their original locations in about 12 hours (the cycle). he will fix the problem in the next SoT update. despite the bug, I still recommend SoT, because its a great mod imho, and the bug seems to be uncommon.
