I got a problem with my audio. Its really annoying. Example. When i fire a weapon, the sound changes between some shots. One shot may sound good and the other is just 2d mono sound and the next is 3d stereo. The same thing happens with everything, speech, footsteps etc. If you know a way to fix this please tell me.

If you can't understand what the hell i am saying, tell me and i will try to record these sounds somehow.

I'm not 100% sure, but could be that your soundcard doesn't like to play those soundfiles.

Well, there're several solutions, you should try them, but I cannot guarantee you that they will fix the problem:

#Update your sounddrivers -> try this 1st, it usually gets rid of most sound problems.

#if you use an onboard soundchip, you could try to disable the hardware acceleration, there open the control panel and click on that sound option. open the Audio Tab and click on the uppermost advanced button. There, you should be able to change that setting. You probably want to test it, it really depends on your system wheather it will work or not.

#Your Audio Files are corrupt -> that would be bad and the only good solution is to reinstall the game.

#Sound Settings ingame -> you should check if your sound settings are right. Since I don't have FO3 installed atm, I cannot help you on that one. I read that the channels might cause problems. Also note that the Fallout3Launcher.exe might have additional options for sound.
