Phishing schemes would have a more direct request for personal information with a lot more legal jargon and obtusified phrases to disguise the motive. It would likely not be hosted by a PayPal site because it is a suit against them- not something they are willing to broadcast. So, essentially, it mulls down to this: If you opened or retained a PayPal account from October 1999-January 31, 2004, you are elegible for a cut in the settlement PayPal, Inc. is willing to pay to avoid a much more painful sueing process. If your account was locked for no reason at any time, you are elegible for the settlement. Neither of the sites actually give a discernable sum, so it may be worthless to pursue. On the other hand, it might be a moderate sum that you would want to collect. Even if you were not randomly locked from your funds by PayPal, you can recieve the money simply because you had an account during the time said to be the area of the random lockings.
