Imperial soldiers randomly drawing their blades and following me whilst spamming generic dialogue often overlapping

I don't know why this keeps happening but its starting to piss me off. This affects ALL imperials even the border guards from Skyrim Beyond Burma! I can't even finish the dialogue with the border guard because then he starts. On the world map I can't fast travel when these goobers are around because it tells me the "guards are pursuing" me. I thought it was a bug with word gets around so I disabled it and used the console to reset my bounty for every single hold thinking that maybe it was a bug with there being a negative bounty. But alas no I have to disable each and every soldier that starts this with the console.

Such a large list of mods and it seems to me theres nothing naughty and perverted in it at all. Not good :(

I don't know how to help you, but in the description of the mod "Rude Imperial Soldiers Escort Prisoner fix" (https://www.nexusmods.com/skyrim/mods/36068) there are lines about the trick with dressing up in Imperial chest armour? Have you tried this?)
