Hi i am thinking about creating some new weapon models for skyrim and i was just wondering if i can use programs such as siemens nx and/or cadmodel to do so

Never heard about any of those two. If they can export meshes as .obj (I doubt they can export .nif directly), you can. However, you'll have to fiddle around with NifSkope to get them in-game.

 

If they can't export obj/nif, you need another program, like Blender, 3DS Max, Maya, Wings 3D, etc.
