Long Loading Times and Issues near Coasts and Water

So I made a post on the /skyrimmods subreddit regarding long load times in my current playthrough, and after merging most of my mods, the load-times are significantly better.

However, after a few tests, it appears that whenever I am near an area close of the sea (Solitude, Sea of Ghosts, Solstheim), I start getting weird glitches that interfere with my playthrough. This doesn't seem to happen in the southern regions of Skyrim, as I can travel to cities like Markarth and Falkreath with no issues as all, but as soon as I approach any coastal beaches, things start acting funny.

The glitches mainly cause delays in sound effects (Whistling to Inigo, unlocking chests), items don't show what they look like when I open up the inventory menu while I'm looting chests and corpses, or moments where the game locks up for a few seconds. Sometimes the lags cause issues when I am talking to an NPC, as when I click on a dialogue option they just stand there for a few seconds between speaking, sometimes pausing between lines of dialogue as well.

The odd thing is that FPS isn't really affected, and some sound effects such as weapon impacts work just fine, so I am trying to understand what is causing the problems. I'm suspecting Realistic Water 2 is the culprit, but I wanted to check with other people before I reinstalled or uninstalled this mod.

Any feedback on what I should remove, merge, or install to resolve this issue is appreciated, although I am willing to live with it if need be, as I am too invested in this playthrough to start over again if that is the only solution.
