Rather strange skeleton bug, need help

Hello guys, after starting brand new playthrough I now experience rather strange bug with my arms in 3rd person:

Regarding animations replacer, I am only using 1st Person Animations Replacer https://www.nexusmods.com/newvegas/mods/69403

What I tried:
1. Deactivating ragdoll, didn't help
2. Reinstalling animations replacer, no effect
3. Disabling pip boy/armor mods

There seems to be no issue when I'm in 1st person mod, so it has do with 3rd person animations/skeleton. I am using Qwinn's FNVR3, I am not sure if this mod changes animation for character player.

Any help will be aprecciated, thanks

Itâs the outfit youâre using, looking at the Bug tab for the mod shows that other users are encountering the issue too.
