Micro Stutters/FPS Drops (Spent Two Days trying to fix to no avail)

Hi guys,

 

Let me start by saying that originally I had some small micro stutters with nothing but Skyrim/Expansions and Bruma/Unofficial Patch. This was originally solved by getting Beth Ini and turning on Vsync with the Half Hertz Option. Game ran a bit slower but no stuttering or FPS Drops; buttery smooth in Combat/everything. Started getting Micro Stutters and Frame Drops/Lag about 12 hours into my new character.

 

Now I have a much longer Mod List and from my Googling I'm seeing that Vsync in Skyrim actually GIVES you FPS Drops; but no matter what I do (the same fixes Beth Ini Vsync/Half Hertz or without) OR NVIDIA Vsync/Triple Buffering/Frame Rate Limit (and pretty much every option in between those). I've set the Frame Limit in NIVIDA Profile Inspector at everything from 30 to 58 (and below/above).

 

I've checked to make sure that my Games are all using the correct Video Card (the discrete NVIDIA one); and Performance Mode for Battery (also installed Quick CPU to take advantage of all cores and set that to max performance as well. It is of course plugged in as well.

 

Honestly I would be fine running the game on 15 FPS IF I could get it stable so I wouldn't get the stuttering and lag; for some reason I can't get my PC to just be stable no matter what I set the Frame Limit/V SYNC or whatever else at. The game is playable and I think I've crashed once in the last 70 or so hours (which is really good since I used to be a Console Peasant); but I can't seem to figure out the Stuttering.

 

I'm not using an ENB whatsoever and almost all of my Graphics/Texture Mods are supposed to benefit performance (never cared much about making the game look nice, so pebble removers/grass fps boost/low res particles for weather etc).

I bought this computer a couple years ago more for Video Editing/Adobe Premiere but also was pretty clear about wanting something that could game properly. I didn't know much about Computers then (still don't honestly); but is my Comp just not powerful enough to run Skyrim as heavily modded as I have it? I had a lot of problems with ESO as well and eventually had to uninstall it. My problem is never Crashing; it's always Frame Rate Stuttering/Lag that irritates me into quitting.

 

Doesn't seem like a load order issue; there's certainly small things that conflict but they just overwrite each other with my bash patch. Most stuff I'm using isn't script heavy/Spawn Points either.

 

Not sure what to do, feels like it could be a computer issue since I struggled with ESO too.

 

Do I need to upgrade? Also do I need more system memory? When I check Task Manager like 93% of my memory is being used by Skyrim. But my CPU and GPU stay relatively unused (under 10% for GPU and under 25% for CPU).
