Need help about lighting during foggy weather

Hey today I've installed Lanterns of Skyrim mod in addition to Vivid Weather mod, I had also installed Relighting Skyrim and Luminosity and when the fog came there was pretty blurred light around it.

Bad for me I've installed other mods and wanted to swap lighting mods because the colours were not my way to go and now even if i got the same mods that blurred light during blizzard or rain magicaly disappeared. Instead of that i've got some poor light around lighting source and that is not satisfying me.

I believe that someone will help me find a solution.

I did fast clear everything that loots wanted me to clear.

Ok I've reinstalled weather mod and light mods but now that glow around light sources more likely immediately disappears when I look at it and sometimes is like creating in real time when im close to that source

Sometimes I can see that glow near lights from buildings which is pretty nice but it disappears soon after that.

Also I'm not using any ENB and i will provide screenshots when I wake up.
