Severly Poor Performance. Help Please?

So im running new vegas on my toshiba laptop, my specs are as follows, Windows 7 home premium with 64 bit os. I have 4 gigs internally then another 6 utilized by ready boost. My processor is a dual core AMD Athlon II P340 with a speed of 2.20 ghz. My Graphics processor boasts a whopping 500 mhz and is an ATI Mobility Radeon 4200. My mods are as follows and i run little to no patches along with them because when i install patches i get instant CTD. So, heres my mods:

on another note, i hooked up my xbox remote via xpadder and now weapons refuse to become equipped. My question to all of the lovely folks on this website is. can i get some advice as to how to make this bad larry run a little better? ive got to run at bare minimum or else gameplay is super choppy.

I had issues with my old 6870 that never were resolved like this that killed the game, and am also experiencing these issues with my 7970 ghz, its very anoying, ive bout given up on this game, slow down from solid 60 to like 22-25 sometimes lower when in large groups of npcs.
