I've tried every load order I can think of from 01 and beyond (it's supposedly xx000bf8) -- although it should be 08 --, and the damned helmet still won't spawn in for me. It does, however, exist in-game; whenever I loot the guy wearing sierra power armor in Long 15, the helmet shows up in his inventory, too. It's an extremely small download if anyone wants to give it a whirl real quick.
