I am actually looking for help on how to change some model such as texture and meshes. I read some on the Beth Website but it didn't really say a software on which i can use.

Go watch the video tutorials I created because i cover the very basics on how to begin modding a lot of stuff and changing models is one of them.

The tutorials are pinned in the general modding discussion section

Just remember this about modeling and modding. Don't think you're anything special. Enthusiasm is no substitute for practice, because it wears out a lot faster.

??? lol... thats a really good tutorial... the first thing you tell a new modder is to be humble? dunno but that sounds kinda offensive to me if youre not a monk that is...

@Aceon

try the stickies here in the modding forum of both oblivion and fallout, a search on the beth forum and the tutorials on the official GECK or TES Wiki

for basic programs check youtube, some good tutorials there

also check out some vanilla items to see how they were made and keep in mind you model for a game and not a render farm thus keep the polygon amount rather low

programs:

modelling: blender and nifskope + the necessary plugins for blender from the nifskope team

textures: gimp and a *.dds converter

all these progs are free and there are plenty of tutorials on the baove named locations

you might also need the Fallout Mod Manager to extract the fallout archives to get some vanilla items to work with

Ok I took apart the file and the reason you are having a problem is because you have no 3D data enterned in the model, it only has 2D data
