ktwade
I would like to be able to pay a smith to either make a certain piece for me or to improve my current gear. I think that it should cost a decent amount of gold to do either so that it would not completely negate the smithing perk tree. However, if I wanted to wear say leather armor the entire game, why should I have to grind on smithing just to be able to improve it to it's fullest potential? I would like to be able to pay the smith to actually do their job, so I don't have to.
AvelonHellfyre
http://skyrim.nexusmods.com/mods/11919 includes this.

Tehandyman
word of warning the economics of skyrim mod doesn't include support for custom weapons and armors so any weapon/armor from mods won't be able to be improved by the smith.
