[Mod Request] Buildable/Working Mini Train for Settlements

So this topic comes up once ever couple years with no real clarity as to why it cannot be done. I think a mini-tram for settlements would be both useful for large settlements and downright fun! The prospect of adding in planned "public transit" would certainly change the way many of us approach settlement design; especially in large settlements. I would imagine a simple set of tracks and supports with snapping single-seat cars and an engine to power the thing. Complete circuits/tracks would be limited to one train; however, with the use of supports I could see having multiple circuits running through large settlements to connect different areas (industrial, residential, commercial, etc.). Ideally, there would be a track piece that functions and looks like a miniature station where the train stops for 30 seconds and settler can get on and off, though I am ignorant of what the limitations of the game engine really are. Maybe its too hard to get settlers to use the train effectively but if there's a will there's a way, right? I have high hopes for a mod like this, but again, could anyone please clarify why this mod can or cannot be done in Fallout 4?
