LE bounty mod idea

So I was thinking abot a mod that make your bounty "low"
and when I say low I mean if you got like 1000 bounty in Whiterun,
and you wearing a hood or something that hide youre face,

a Whiterun guard will only say "wait...I know you" instead of starting fight with you
and if you too much in a city..... pepole will start notice you a wanted man.
This could be a really good mod that will add a bit realistic to the game.
Hope someone make it, this mod could be great for thiefs and assassins type of characters.
