Slideshows in mods

I would like to add a slideshow into my mod . I don't recall ever seeing one in a mod. I cannot find any documentation about it . The only thing I can see is that you can make a bink video play. I could make a video into a slideshow very easily. unfortunately it appears that you must be licensed to use bink. Is there another way?

You can make a bink for fallout(s) with the Rad Video tool. The game is already licensed.
