First things first. Do NOT change the ini that you mentioned. When it says to change FALLOUT.ini that's exactly what you do. The FALLOUT.ini is in MyDocuments/MyGames/Fallout3 .

as Smosh asked: which mods are you trying?

also one possibility, in FOMM is the main fallout.esm loaded first before any other mod, when i first started up FOMM it had the load order kinda funny? also you can try the archiveinvalidation tool that comes with FOMM

NO!! mods work. and ive been over it line by line at least 15 times.

Remove ALL mods and tell us one mod (with link) that you are trying to get to work. Tell us exactly what you are doing and then we might be able to help. Generalisations are no good when troubleshooting. Tell us which ini you changed and its location/what you did to it. Are textures being replaced? Where did you put them? What did you put into ArchiveInvalidation? Where did you put this file?

If we can get one to work you should be fine with the rest.

One Question. when a mod gives you a list to put in the archive invalidation for textures, exactly where do you put it.

It goes in a text file called ArchiveInvalidation. Some mods come with one and others just tell you to add the lines to it e.g. textures/creatures/smbehemoth/smbehemoth.dds

This file goes in you main Fallout directory. To make this file just right click when you are in your main fallout directory and choose New and then Text Documentation and call it Archiveinvalidation. Save it and then add the lines to your new textures. There are programmes to do this for you but personally I've never had a problem just entering them in manually.

All this does is tell the game where to look for the new textures.

lets take this tactical smg mod for example. at-http://www.fallout3nexus.com/downloads/file.php?id=3183 the ini. i changed was called FALLOUT and it was in my user folder/ documents/my games/Fallout 3. when i got the mod i put the data folder into my fallout directory which makes the 2 data folders automatically combine. i dont think the mod came with a archive invalidation but if it did i would have put it in my ArchiveInvalidation folder in my fallout directory.
