Tales From the Tomb: Where is the fort? How do you start the mod?

I have not found one walkthrough on how to start it, nor any map as to where the fort is located. This mod is frustrating me to no end. Am I supposed to wait or something?

And yes, the mod is active in my Data Files, I just checked.
