Is there a limit on how many BA2 files FO4 can load?

I seem to recall that I read that somewhere, but I can't remember where, so I thought I'd check here. I currently have 191 BA2s in my FO4 Data Folder. The main reason I'm asking is that I'm having an issue with having to load my game saves twice to get into the game, and I've never heard of that. I load a save the 1st time, it starts loading for about 15 seconds, then I CTD. I try loading the same exact save a 2nd time, and it loads into the game in about 5 seconds. I haven't tried this with absolutely every save I have, but it has consistently done this for every save I load.

 

It doesn't seem like corrupt save games, or they wouldn't work at all (I'm assuming). Maybe it is and I just need to go through my mods again and start over as I'm only about 23 hours in. I don't get any stuttering or FPS drops, and only a few random CTDs. So I don't know if I'm trying to load too much (as a lot of the BA2s are textures). I can attach a load order it that would be helpful, but I haven't at this point (and there are no errors from Loot).

 

Loading all my mods up in FO4Edit, then applying the Conflict Filter, there are quite a few red highlighted entries, but I'm really at a loss what to do there, as I'm very much a novice when it comes to FO4Edit.
