Game wants me to distribute -98880 skill poijnts when leveling up. Any

I was working on my mod a bit, and I deleted a scavenger spawn, and replaced it with another one. I also changed the AI Packages on the Eyebots in the town to just wander with in 256 meters of the placed location. I load up my gamesave, crahes the game. I start a new game. When I leave the vault, I level up. It is asking me to distibute -98880 skill points, which I cannot distribute 1 point, so I am esentially stuck in the menu. Is there any way to fix this?
