Setting up a custom crime system? Need help please.

So, I've created a custom crime faction. The idea, is that the player may not enter a certain area without paying off their fines to this custom faction, by paying a door guard that will be posted outside the door once the crime has been commited and the player has left the area.

 

I have set up some dialogue and a way to pay the fine, along with a forcegreet and a door guard/bouncer.

 

What I need, is a way for the game to wait until the player is outside the cell and the enemies are no longer on alert (attacking the player), before this door guard enables and he issues the forcegreet.

 

What is the best way to approach this, to ensure the quest script works?
