problem with gore and language

Hi there i have two problems to talk about:/

 

1. did you ever notice that when you kill someone in fallout, the blood decals will be only shown when the enemy is near you?

if you kill someone with a sniper as example, there will be no blood splatters at all, even in the slowmo deathcam.

maybe its some option to save memory ressources...but all i can say is that all my settings are at maximum.

so is there a value in the .ini that i can tune up to even have blood splatters on wider range kills?

 

2. ive downloaded the great addon today (operation anchorage), i own the US version of fallout 3 but the addon (like i heard is international) but it was installed in german (where iam from) ive read somewhere that proably a "us proxy" can help that the addon will be installed in us language. but my only two problems are:

1st: that was my first time downloading something on microsoft market, so i dont even know if i can download the addon a second time(this time in english)

2nd: i dont know how to use a proxy in correct form.

 

so even if you can only answer one of my questions, that would be really great^^

i hope for some replies.
