No longer meeting Krobus (Winter Year 1)

I have always previously been able to meet krobus at the bus stop in the beginning of winter year 1 at the bus stop scene for a cut scene that unlocks future game events. However, after starting a new game recently I find that krobus no longer shows up on winter 1st or 2nd, which stops me from having any future events with krobus and stops me visiting certain places like the desert.

 

Since I do have many mods installed I am wondering if one is known to interfere with krobus events or locations? Alternatively has there been any patches to the main game recently that alters krobus behaviour in the game?
