LE Musical Instruments as Replacements for Staffs

Can anyone make a mod that:

 

1. Replaces Staffs with Musical Instruments

ex. Grand Lute of Repulsion,

Flute of Mending, etc.

 

2. Has Playing Animation

3. Has Sound/Music...just something like, a music plays everytime you cast the weapon. I really think that would suffice.

 

I'd really love playing as a MAGE-BARD.

 

4. To live out with the lore, the dovahkiin must be a member of the bards guild to have access/acquire/use the said staff/Instrument or must complete certain quest from the bards guild.

 

A not so complicated Mod and an enjoyable one.
