Pre-made Apartment add-on for RTS

Could someone make an add-on for RTS that after a quest or researching it add a Pre-made apartment complex like The Gray or the Casa Madrid Apartments

It should function like a normal house with the computer that changes the walls and add citizens. So instead of 3 citizens 8 can be add or however many rooms there are. . (put it in a room that is re made to be admin office and make that room like in office)

Can be open or have its own cell I don't Mind.
