Shouts won't work

I realized, that my shout doesn't work.

I am now visiting grey beards, and when I'm supposed to shout at them, I just cant shout. Same thing was after the first dragon kill. But that time I thought that these old guys have to teach it to me before using shout at all.

So, in magic shout is shown and selected. I can select that power, and favorite it also, but my character just won't shout. I've also checked the key bindings, and tried with different bindings. Have anyone seen anything like this? Could it be some mod? I have some mods yes, but I can't remember reading some mod so fundamentally changing shouting.

 

Any ideas?
