getting level up screen using nGCD + Progress

from the description of the mod, i dont think i should be getting a level up screen where i choose three attributes like normal. using FCOM, heres a list of active esm and esp's. the .ini i used for progress is the one for borfa's, and i did change those two settings to 9999
