Asking for help to make a simple Mod for myself, please?

Howdy Wastelanders!!

So, I would very much like to make a very simple Mod for TTW... but I am very Unexperienced with even using Mods, much less creating them, so I thought I would ask for someone to Teach me how to do this and I think it should be pretty easy given what I want to do... so any help would be very much appreciated.

All I really want the Mod to do is to create a new Trait or Perk that basically just gives you access to a, "Weapon," that you cannot Unequip called, "Lazer Eyes". It wouldn't weigh anything or degrade in Condition because it's actually to simulate a Mutation. Basically I want the Lazer Eyes to, you could've guessed, allow you to shoot Lazers out of your Eyes, lol. Basically it would work similar to the Regenerator Pistol and Regenerator Rifle, but I'd really like the Lazers to actually come out of the Character's Eyes... if possible. That way this Weapon doesn't have to have any Assets or Animations other than the Lazer Beam. In First Person View Mode I'd like it to make the Screen flash red for a second right after firing a Lazer from your Eyes, lol. As for Mechanics, I'd like to have about the same amount of uses before having to Regenerate as the Lazer Pistol, maybe rounded up or down, which ever would make more sense... and as for Damage I'd like that to be about the same as the Regenerator Rifle... maybe just a tad stronger.

But that's really all I want to do... but, like I said, I need help because I'm new to all this stuff, so if you could explain how to do this I would be much appreciative. I have the Fallout New Vegas G.E.C.K. if that is needed. Thank you for your help.
