bushwackAR15
The Fallout 3 engine keeps a cache of textures, even from cells (areas) you've left, in memory. Try this: Open the console (~) and type pcb That's the abreviation of the purge cell buffer command. I don't know if it will fix your problem, but its worth a try. This has worked good for me, when I remember to do it. It's too bad there isn't a way to hotkey this command. I'm running XP Home w/SP3, 4 gigs RAM & a huge page file. dmgcruz
~pcb works very well for me as well. Some of the speedup mods also help: no muzzle lights, etc.
prometheos
This helped me, but I discovered it by accident. While game play FPS was OK, I began noticing lag effects that weren't there at the beginning. As I'm in the habit of shutting down Windows to the 'Standby' mode, I was pleasantly surprised to discover a side effect of shutting it down to 'Lights out' mode. Suddenly, all the lag and hesitation at cell load boundaries disappeared. It was like playing with new upgraded hardware. This is a 100% repeatable phenomenom, and my machine is bare minimum, with nVidia 6800 and AMD 3200+ / 3 gig ram.
