Infinite loading screen/black screen when entering outside world space from cell

Whenever I leave a dungeon to return to the open world (âskyrimâ) immediately after the loading screen I get an infinite black screen with music still playing. Skyrim is also shown as not responding in task manager and has to be force closed.

 

My load order with LOOT is:
