There is a reason why duration based spells exist, and most higher damage spells tend to cost too much magicka to use repeatedly long term. Anything else, like an activator which refreshes a shield effect every few minutes, doesn't make much sense either since that sort of thing can be done with abilities that have scripts on them. If you don't feel like leveling certain skills by spamming low cost spells you can either get a leveling mod which removes such preposterities or weight you keyboard down with something... Such mod simply isn't ... you know... worth it. I mean... If you really feel that such a mod would enrich your oblivion experience then you could try doin' it yourself - it doesn't sound too hard by the sound of it.
