skyrim stutter in whiterun

hi, im using the official hd dlc texture pack and nebula hd texture mod (all lite version) but my game stutter a lot while i walk in whiterun (i just started dunno if other city are laggy too) during the day, in the night and outside its all good

my pc config is i5 3570k. 4gb ram ddr3 and a gtx 560 ti directu 2 (which should go like a gtx 570) with 1280 vram

i think this pc should play modded skyrim with no problem no?
