I'm running this off of a toshiba laptop if that matters.There is no lag since the game is not online based, and no internet connection with a server exists (technically, 100% lag).http://en.wikipedia.org/wiki/Lag What you're experiencing is your own computer hardware having an extreme difficulty with processing and displaying all that is within a scene. There are two ways this can present itself, one is having a low framerate, which makes things often jump from one position to another without the frames in between being rendered, the other is a slow response rate of the processor which results in slow NPC and player reaction. Framerate issues are associated with the videocard, and can usually be affected by lowering the graphics quality of the game, or removing any mods you have which might have installed higher resolution textures or any which might have added more complex meshes. It can also usually be solved by getting a better videocard, or making sure that videocard has proper cooling. Occasionally a lack of RAM can also present as a loss of framerate, but Oblivion usually crashes or freezes up completely before that happens. Processor issues are associated with your computer's processor. Having fewer programs running in the background can help improve this somewhat, as can regular, normal computer maintainance. This problem usually happens when you have too many NPCs in a single scene, or when you have way too many scripts running at the same time. It can also happen if you have installed a mod improperly, and have some conflicts with scripts. Usually, the easiest way to fix this is to find the offending mod, and just remove it. This can also be solved by either getting a better processor, or making sure it has proper cooling.
