I always felt that the factions of skyrim(with the exception of the the thieves guild at the end of its quest line) felt underwhelming. when I and I guess anybody thinks of a faction(like they are in elder scrolls) probably imagines a group with power,influence, and authority Skyrim Companions 1 patrol the roads in Whiteruns hold 2 (maybe)build a hall outside every major city Mages 1 patrol roads in winterhold, 2(maybe) build a hall outside every major city Legion 1 patrol all roads in soloitude 2 if they win the civil war they will have a fort in every hold(ones taken into the civil war count) and to some extent patrol of all Skyrim Storm Cloaks 1 patrol wilndhelm hold and 2 if they win the civil war they will have a fort in every hold(ones taken into the civil war count) and to some extent patrol of all Skyrim DawnGuard DLC DawnGuard 1 Dawnguard members now partol the area around vampire lairs and patrol roads in riften hold 2 every Inn now has 1-2 dawngaurd members looking for info on vampires Vampires 1 their will be a none hostile vampier in every inn 2 will actively patrol area around vampire lairs Dragonborn DLC 1 add a small legion/stomcloak quest chain to rebuild fort frostmoth(civial war most be done) maybe add feature where you take over the fort, 2 a possible 3rd option where the companions argive Thirsk and build a bit more around it or have the companions build an entirely new mead hall. 3 a small dark brotherhood questline where you ether destroy or restore a sanctuary 4 Dawnguard members or vampires(depending on the outcome of DG main quest) will be found in the inn in Ravenrock (maybe have a quest to build fort and help them establish a presence there 5 something with mages and tel mithrin 6 Redoran guards will now patrol grey quarter(city guard will no longer guard the grey qurter) and docks alongside the normal guards in windhelm 7 possiably building a whole new town around fort frostmoth(occupied by ether the legion or stormclocks) with a Dawnguard hall,Compinons mead hall, new mages school(telavanni mages giant mushroom) A fence(possiable theives guild HQ under the fort) and a secret Dark brotherhood sactuary with the exception of adding the redoran guards to winterhold for the most part my idea for factions in slolsteim probably requires you to complete that respective factions story line.
