Weather variation mod, Not request But a guide to learn

As tittle says, i'm looking for a tutorial so i can do my own weather variation

 

if anyone know were to look and what tools are needed it would be very welcome

 

i'm aware that are a few mods out there like Geoengineering and Eye Adaptation Auto Exposure Fix that do this but those mods are not compatible with other lightning mods so my idea is to do just a simple mod that increase weather variations so they can be used with any other lightning mod without sacrificing anything else

 

so, i'm looking for a tutorial to explore the game files, those variables related to weather, tools to use to use and how to make the mod

 

in the end it will benefits everyone who wants to use a lightning mod and have increased weather variable without to sacrifice one thing or another
