The Elder Scrolls are long in length, so they are split up. Noone knows how many parts there are (mainly cause Beth never said so) so it gets numbered as we go along. The Elder Scrolls Part II foretold all of the incidents to happen in "Daggerfall", while III foretold "Morrowind" and I the events of "Arena". I've been reading the ingame books and even those short stories are decently written. </off topic> have any of the elder scrolls taken place with access to cyrodil? if so would you not simply be able to walk in and look at the scrolls? The Elder Scrolls are locked up in a heavily guarded room. You can't just waltz in and read the scrolls.
