MAJOR shadow problems! (Shadow Striping)

I've tried mods, none of them fix it. Here are my Skyrim.pref settings and here is a screenshot. IT's pretty much destroyed my skyrim game. No mods seem to fix it.

Setting fShadowBiasScale= to 0.7 fixes the majority of stripping for me, but the downside is shadows start a little from where they should be.
