Vudou Posted May 27, 2015 Share Posted May 27, 2015 (edited) Do you have any other radiant quests active? Or other Thane quests active? I myself find it best to do one at a time. For instance, for Falkreath and Siddgeir, assisting the people will not start if you already have a bounty quest for a Bandit Boss active. Have you already completed Drowned Sorrows (the quest about Ranmir and his missing girlfriend)? I think there's something about this quest and it glitching sometimes. Have you done anything to make the Jarl not "friendly" towards you? If the Jarl doesn't have a good relationship with you, he won't give you the Thane quest. MadModderJess Posted May 28, 2015 Author Share Posted May 28, 2015 I've cleaned out my miscellaneous quests section completely, and I'm still having this problem. I also can't become Thane of Falkreath for the same reason: the Jarl won't give me the dialogue to help the people. I haven't completed Drowned Sorrows; maybe that's my issue. Vudou Posted May 30, 2015 Share Posted May 30, 2015 I don't know about Winterhold, but I know Falkreath bugs out because of that bounty quest. Even after clearing it, it doesn't work. And when I tried starting it myself with the command console, it just messed everything up and it wasn't working properly. I try to do Falkreath's Thane quest as soon as possible early game before accepting any bounties at all. That's been working so far. I don't know what to tell you about Winterhold. I've been trying to research it a little and haven't seen much. You can either just not be Thane of some holds and finish your current play through, or start up a new game.
