NPC's not using patrol/idle markers

I've created a new island in NV. So far, so good. But now I want them sandboxing around. I've placed idle markers all over the place and made linked xmarkers, with ID and patrol data on. I tried different settings and AI packages. When I placed an NPC on the island that uses the markers in it's default location, it's standing still on the island I made... I can't figure out what on earth I'm doing wrong. See the screenshot for the situation.

You don't mention navmeshing. Is the landscape navmeshed? Was the navmesh finalized? If the navmesh isn't working, the NPCs will just stand there since they can't figure out where they can go.

 

Other then that, all you need are idle markers and an AI sandbox package with a sandbox distance that is large enough that they can get to all of the idle markers from the editor location. Start with a distance of 1024 and see what that gets you.
