Why does my game screen not rotate when it is idle? like skyrim

I tried turning off all mods, but after idling the game for a few minutes; the screen still won't start spinning.

 

I installed ‘Custom Camera’ https://www.nexusmods.com/fallout4/mods/29905

opened AUTO VANITY MODE

But the screen does not rotate idle

The same is true for the original game 1.10.163 without MOD

 

Can anyone help me, this problem has been bothering me for many days:(
