GOTY includes only MW, Tribunal. Bloodmoon. All other (eight, I believe) mods are still available on the official elderscrolls site.

Yes, I agree with "rekuli", the Game of the Year Edition does not include any official plug-ins created by Bethesda, and contain only Tribunal and Bloodmoon. There are official plug-ins by Bethesda and they are still available for download here...
