So, imagine if there was a way to use something like the flare gun mechanic. Go out to the place that you want to work over, set up some kind of Beacon or flare or something, and the designated settlers from your settlement would come out and do the appropriate thing. There's a lot out there called Salvage beacons, that kinda works like you suggest here a little. Its mechanics could be used as a frame work.
