Extreme FPS Drop When Looking Straight Ahead

My game was fine until a few weeks ago when it came to the point where when I look straight ahead at anything that is across a room or further away, the FPS will drop to 1. The only way to fix this is by walking around looking at my feet or entering smaller rooms such as houses. If I go outside (into the Tamriel worldspace) then my game completely freezes.

I'm using the Seasons of Skyrim ENB preset (True HDR, Option A) without SweetFX.

 

My PC specifications are as follows:

 

OS: Windows 10 Pro

Processor: Intel Core i5-4690 CPU @ 3.50 GHz

RAM: 8.00 GB (7.87 GB usable)

System Type: 64-bit OS, x64 based processor

Graphics Card: NVIDIA GeForce GTX 750 Ti

1. Ensure that your enb is installed properly and that you didn't have any enb, smaa, d3d9 or any other files associated with ENBs in your skyrim folder before install.
2. Your load order should be
Dawnguard
hearthfires
Dragonborn
Unofficial skyrim Legendary Edition Patch
[other esms]

3. Make sure you are not in Brute Force mode. Go into your ENBlocal.ini and find KeyBruteForce=66 and turn it to KeyBruteForce=0
"66" is the letter "B" so if you hit B, it could end up dropping your FPS to 1-4.

4. Dance of death is outdated and not being renewed. Use Violens when you are ready to start a new game.

5. I would test your mod changes on a new game and see if it has fixed your problem.
