GTX 980 ENB fps severe drop

Have you tried using ENBoost? Also, defrag your disk drive.

 

From the fact it seems to take a minute or so before the FPS drop stabilizes, it seems that the video sub-system is gradually getting bogged down and unable to keep up with the initial pace as you move through the landscape and it has to pull in more adjacent cells.

 

Just for testing purposes, try reducing your game graphics quality (in the Hardware Options menu) down by a step (from "Ultra" to "High", etc.). If the FPS picks up again, you are putting too much demand upon your graphics card.

Yeah i was wondering if it was something like that, like somethings being heavy on his pc. Interesting the fact his Skyrim and Witcher works without a problem :/ Id suggest doing what dubiousintent said and give that ago, but the fact dynavision is having such an impact says its something down to your pc rather than a game from looks of things :/
