Topic sums it all, i dont have any visual mods right now expect the official high resolution texture pack. Also, im looking for an enb too. And if i download one of the 4k texture mods, should i disable the official high resolution pack?

Does static mesh improvement mod is compatible with other 4k texture mods?

 A big overall texture pack (and even more in 4K) doesn't exist and will never exist. You have to make your own texture pack by picking what's available here.

Never disable the HD DLC. There are still thousands of textures that are not covered by any of the texture mods available here.

That depends. Some are compatible and some are not.
