Why do I never acquire Legendary Items?

I hope this is the right place to post this, and I'm not sure when this started and I don't believe I've downloaded any new mods, but I suddenly don't get any legendary weapons when killing legendaries. I'm a level 65, therefore my starts are pretty great. I've since reinstalled fo4 (for other reasons), started a new game,etc. etc. Is there something that causes this? I don't feel like any mods would eliminate legendary weapons from a creatures inventory.

Ideas?

 

I've tried this both with mods and no mods. The mods I use are

 

Fallout 4 Seasons,

The Mercenary Pack,

Custom Combat Armor,

Deathclaw Hunter Armor,

The Hour of the Reaper,

Reverb and Ambience Overhaul,

Vivid Fallout (Trees, Rocks, Roads, Etc)

Killable Children,

Commonwealth Cuts,

Visual REload,

Raider Overhaul WIP,

Eyes of Beauty,

Gore Overhaul,

HUD Framework,

 

I use LOOT to sort my mods.

 

 

 

 

Also, if it helps, No quest mods that I download will work.
