Incremental Soul Gems?

Is it possible to rework how souls and soul gems work? Say instead of each gem being able to hold the soul its made for and lower (grand can hold grand and below, etc) give each soul gem a capacity and each soul a value so when you capture a soul it contributes to the total capacity of a gem. For example, capturing two lesser souls to fill a common gem. That way there's still a reason to cast soul trap on even petty souled creatures. I wouldn't think it would be unbalanced as you still have to grind to get a full gem if you were trying to fill a grand gem with petty souls. But just having a way to charge gems over time like that rather than always having that one "Grand Soul Gem (Petty)" BS, it also seems more efficient and practical to do it this way rather than just locking souls out of higher tier gems.
