Current Status Of Slow Effect/Speedmult

It's been quite a while since I've played around in the Creation Kit and in trying to mess around with the speedmult value, it appears that it still has an issue functioning properly (or perhaps I'm not implementing it properly).

 

I'd like to create a frost staff with a conical range that slows actors caught in the cone, so I've set the attributes as seen in the included screens. I'm aware of a potential workaround involving changing the actors weight to get the speedmult change to work, is this still the way to get this to work (having a script add a low weight item to their inventory is one method I've seen)? Is there a better way to proc a slow effect that I may not be aware of?

 

Any assistance would be much appreciated!

The script seems to work by altering the targets inventory weight,then reverting it after the effect wears off.

The author allows the script to be used as a mod resource,so you could start there.Apply the script to the MGEF used by your staff.

After popping it open in CK, I can't seem to find the script in the manager. Is there another way I need to go about pulling it up?

Ive never dealt with scripts in creation kit. You add the script to your mod and then add it to the MGEF that you want under scripts sorted in SSEEdit for eg. You can just type in the name of the script Sky_SlowScript.
